About the Role:

We are seeking a highly technical and hands-on Technical Program Manager (TPM) to lead and drive our client's data platform initiatives. This role is critical in managing large-scale cloud-based data programs while working closely with engineering teams to ensure successful execution. The ideal candidate will have deep experience with cloud data platforms (GCP, AWS, or Azure), data governance, and financial management of cloud resources, along with the ability to provide hands-on guidance to technical teams.

Key Responsibilities:

  • Program Leadership & Execution: Manage and coordinate large-scale cloud-based data platform programs, ensuring alignment with business and technical objectives.
  • Hands-On Guidance: Act as a trusted advisor and hands-on technical program lead, helping engineering teams troubleshoot challenges, optimize solutions, and drive best practices.
  • Cloud Data Platform Management: Lead programs running on GCP, AWS, or Azure, ensuring cost-effective cloud resource management and scalability.
  • Enterprise Data Governance: Design and implement an enterprise data governance framework for operational and reporting data models.
  • Security, Compliance, & Risk Management: Address data security, compliance, and privacy risks, collaborating with security teams to ensure regulatory adherence.
  • Stakeholder & Cross-Functional Collaboration: Work closely with data engineers, architects, cloud infrastructure teams, security, and finance to drive program success.
  • Strategic Planning: Develop technical roadmaps, key milestones, and KPIs, ensuring program execution aligns with Costco’s data strategy.
  • Agile & Delivery Management: Apply Agile methodologies, facilitating sprint planning and cross-team collaboration.

Required Qualifications:

  • 7+ years of experience in Technical Program Management, with a focus on cloud data platforms and enterprise data initiatives.
  • Hands-on experience managing IT-facing cloud programs on Google Cloud Platform (GCP), AWS, or Azure.
  • Strong background in data engineering, cloud architecture, and enterprise data governance.
  • Ability to work closely with engineering teams, provide hands-on guidance, and drive execution.
  • Experience leading engineering-driven programs, ensuring teams have the technical and programmatic support needed.
  • Expertise in implementing data governance frameworks for operational and reporting data models.
  • Familiarity with large-scale cloud financial management, optimizing resource allocation and cost efficiency.
  • Knowledge of data security, compliance, and privacy regulations, with experience managing associated risks.
  • Strong understanding of Agile methodologies, Jira, Confluence, and program tracking tools.
  • Excellent communication skills, with the ability to engage technical and non-technical stakeholders at all levels.

Preferred Qualifications:

  • Experience with Snowflake, Databricks, or other modern cloud-based data platforms.
  • Background in data governance, data security, and compliance best practices within a large enterprise.
  • Experience working within retail, e-commerce, or supply chain domains.
  • PMP, CSM, or SAFe certification is a plus.
